Greg,
You're misinterpreting the FTM Footnote field. Again, the field has a design
and you chose to use that design in a different way than was intended.
Which, again, I say is fine. That was your choice.
The Footnote field is a part of the _Source-Citation_ screen and contains
the expression of that source-citation that will be used in reports. By
default, it contains the source and citation detail (Page). Optionally, it
can also contain the Citation text. If you override the default contents (or
if there are no field contents) and use the field for a text entry, this
does not automagically detatch the field from Source-Citation data. FTM
doesn't know what is in the field. It just outputs the contents to footnotes
in reports. All FTM source-citations are linked to 'facts' (not fields)
irrespective of how you use the footnote. There is no basis to determine how
you used the footnote field. As far as FTM is concerned, it's just another
source citation to be used in report output.
If you are saying that the importing program should be able to distinguish
the difference between the footnote being used as a source-citation or as a
text memo based on whether the source-citation is linked to a source (or is
empty)... We have seen FTM users who had many citations not linked to
sources (and with blank citation fields) but who were using the footnote
fields as source-citations rather than text footnotes. Whether a user links
the citation to a source or not, there is no way to determine what the
intended use of the footnote field by the user might be.
