Two points...
1) The Rootsmagic GEDCOM import is differentiating between the TEXT and NOTE
tags subordinate to the SOUR tag. It imports the data from the TEXT tag to
the citation text field and the data from the NOTE tag to the citation
comments field. The Rootsmagic GEDCOM import knows nothing about the FTM
citation text and citation footnote fields.
2) From my tests, TMG imports both the data from the GEDCOM TEXT tag and the
data from the GEDCOM NOTE tag to the citation detail field.

If you are getting different GEDCOM import results, it is because of the
structure of the _GEDCOM_ file. I offered to look at the GEDCOM file import
for you and got no response. The offer is still open.
