No, the repository address source elements do not use place styles.
They have their own predefined style, which cannot be changed. The
Place style button on the Repository Definition page allows you to
change the place labels, but not the output.

As I described above, they don't use the U.S. Standard style, but use
their own. That style is based on the address elements used by the
examples in Mills' Evidence!, which uses only a limited set of the
place elements.

The same as the difference between any two source elements in the same
source element group -- none. They are merely different labels that
can be used in the source definition, with the idea that one label or
the other makes more sense for a give source type. As to why this
particular one was created, I can't say - it's not used by any of the
standard source types. If it annoys you, you can delete it, since it's
not used.
