Places will not combine using OPTIMIZE if the data in a place field is more
than 100 characters. Even if the place styles, start and end dates,
comments and all other fields are exactly alike, they will not combine if
you have a place field with more than 100 characters.

Any information I give that you can't find in your version of TMG 5.1 is
probably due to customization on my part.
