I usually change mine on a case by case basis. But you could create a role
for that instance.
My Census head reads:
[:CR:][:TAB:][PF] is head of household on the <[M3]> census <of [D]> <[L]>
<as [M2].> <[M1]>. <Enumerated with him were [WO].> <[M4]>
You could create a Role e.g. Head+1 that read
[:CR:][:TAB:][PF] is head of household on the <[M3]> census <of [D]> <[L]>
<as [M2].> <[M1]>. <Enumerated with him was [WO].> <[M4]>
Then use that Role whenever there is only 1 witness
