At this point, according to the manual, I am supposed to get a screen
containing empty details, children, and sibling windows, from which I can
begin to add people. I do not get such a screen. I stay on the data set
manager screen with the buttons down the side - i.e. add, edit, delete,
renumber, etc.

If you think you will want to someday copy or move some of the people from
your new data set to your existing data set, or you would want to compare people
side by side in your existing data set with the new data set, then continue
as you began - by adding a new data set to your existing Project.
So far, you have clicked Add, created a new data set, given it a name, copied
over the data types like Flags to the new dataset, clicked OK and are back at
the Data Set Manager. Next step is to click the Close button - and your new
data set will open.
It's not necessary, but if you wish, you can first disable your old data set
in the Data Set Manager. If both data sets have arrows next to them, they are
both 'enabled'. If you like, you can highlight the old data set and click
the 'Disable' button. It is your choice whether to have them both enabled or
only one. To see the differences between Enable and Disable, see the discussion
under Data Set Manager in Help. There may be times when you want them both
enabled or only one.
After you have opened your new data set and entered some people, you might
want to open the Project Explorer and Sort by Data Set. You will see both data
sets listed and can choose whether to get a list of all names in both data
sets or just one data set. People in your second data set will have an ID number
like 2:75; the old data set will have 1:75, so you can tell them apart. So
the first person in your new data set will be numbered 2:1 (2 for the data set,
1 for his individual id number).
