Jane - Data sets don't "open" -- there is no such thing as a dataset
screen. The only "screen" is the normal "person screens" - detail
view, children, siblings, etc. As long as there a a person in any
active dataset, you will see some person, in one of the datasets. If
you haven't created any people in a new dataset, there is no person in
it to see.

To add the first person, click the Add person button as usual and, and
at the top of the Add Person Type screen, select the new dataset from
the drop down list. Since there is no one there, you will only be able
to add and "unrelated" person.
