Did you look at the contents of the .pjc file for the project?
(It's ASCII -- send it to notepad/wordpad).

Mine has an entry of:

NextBackup=4

(I'm guessing the number of backups to cycle through may be a global
parameter held in the TMG .ini file(s), but the active number for a project
is stored with the project).

I'd expect setting that entry to the desired value would reset the
system for you.
