"Photoshop Album" may be "the best" (whatever that means) but I found it
lacking in every category. (This was somewhat surprising since I am a
"power" Photoshop CS user but, perhaps, I expected more from Adobe.)
In that category, I found that Jasc's "Paint Shop Photo Album" was the most
useful. This may be because this program has a "print" option that is not
matched by anyone. If you are considering printing pages with multi-images,
you could not do better than with this program.

If you are looking for the program used by photographers (Pro and
not-so-Pro), then you will want to check out "Extensis Portfolio 7." This
program may or may not be what you have in mind (it costs around $200) but
you should, nevertheless, take a look at it.

In any event, all of these programs (including all the excellent programs
Jim recommended) are available in a "trial" version (including Portfolio) so
you can easily (on the pocketbook) check them all out before you decide.

How much do you want to spend?
Photoshop Album is probably the best, my family uses it to keep track of
10,000 slides that we scanned on a Nikon film scanner. I think it costs
around $49.99, but usually comes bundles with other packages.

However, Picasa, is probably the most popular, for sale on the web a number
of places for $26.95 and it was recently acquired by google of all things

I don't use it personally, but lots of folks swear by it.
Another choice is ACDSee from ACDSystems The current version 6.0 is $49.99
Some of the Tech Support guys I work with swear by this product.
I would check them out carefully because you can't change from one to
another easily.
