I'd agree with John and Lee that most searches won't speed up by
moving people to separate datasets within the same project. However,
if you want to do it for other reasons, here are a couple of
suggestions.
First, you could use Dataset Manager to create the new dataset, then
use the Move people command to move the desired people. If your data
includes groups of people connected as families, you need to be
careful to move the entire linked group at once, to avoid breaking the
links. You might want to read my article on copying an moving people
at http://tmg.reigelridge.com/copy-move.htm for some tips on this
process.
But I think you are saying that you have already created flags to mark
each group. If so, it may be easier to use secondary output of the
List of People report, with a filter based on those flags, to copy
those people to a new dataset (or project). Note that this would
create a copy of those people, leaving the original entries in the
original dataset, so this would only work if you wanted to move
everyone tonew datasets, then delete the original dataset.
