What you want is a "Master Project" with all your custom tags and sentences:
---In the Project that has all your customizations, go to the Data Set
Manager and Add a new Data Set.
---Initialize the data set by copying the Tag Type List (also flags and
Name & Place Styles if desired)
---Add a "Dummy Person" to the Data Set. A name is all you need.
---Report > List of People > Subject of Report is "Dummy Person"
---Options > Secondary Output > Create new project
---This project can now act as your master project and just make a copy to
start a new project (File > Copy Project)
---You can now delete the Data Set used to build the new project.
