I think so - I believe it's "always" been that way.

If there is another name tag, make it temporarily primary, copy the
primary one, and re-set it to primary. If I want to copy the only name
tag, I create a temporary one - just enter anything in one field -
make it primary, copy the regular one, make it primary again, and
delete my temporary one.
