Hypothesis: A matter of timing between the window initially being
created (in Windows) and actually being displayed -- the "undisplayed"
window may be getting built, but before it is rendered the focus shifts to
the main program window (which the OS now puts in front), THEN the, now
hidden window, is set as a modal dialog (meaning it must be responded to be
other windows of the program respond).
