Report Printing of << >> for URLs and E-addys:

This may be old news for everyone else, but I just noticed that the double
brackets <<>> are needed in the SOURCE definition in order for one set
of <> to print in reports, HOWEVER, only one set of <> is needed in a
TAG's CD.
