Ok, I moved the projects folder to the same computer, not another one on the
network. As I said, that worked fine before but I wanted to eliminate any
network issues. I also have not opened any other project since the move to
eliminate any issues there. The folder name has no spaces. It appears to me
it is updating the last used. It still does not remember where the project
is.
Here is the first of the .ini file which I think covers the last used
question.

I also note this line in the .ini - PRJRoot=c:\TMGFiles\PROJECTS\ so it
knows where it is.
That little box on the welcome screen where you check if you want to see the
welcome screen and be asked which project each time rechecks itself somehow.

If it happens again, check the LastUsed= line in the [Database] section of
app.ini and see if that is incorrect or blank - and let us know if you see
that.
Maybe projects are not updating in that list. AFAIK, there are no
restrictions on length or spaces in project names. Getting rid of the
space is just
one thing to try.
