The intent of the [File Reference] is for use in describing the source
document itself while the [Cref] is used in relation to the
Repository. For example, the [Cref] might be used to enter the shelf
number of a document within a library or the location of a paper within
your files. Conversely, the File Reference might be a serial number of a
pension application.

There are similarities. But the Cref is one that may change from
repository to repository which the File Reference would remain the same
even in a different repository.
