Before I would exclude a witness sentence entirely, I would make it <[WM]>.
That way I can record information specific to that one witness that might be
different from the other witnesses. If you need some sentence ideas, see my
TMG link below. None of those have the [WM] variable since it was introduce
later though. Also as John said, I have an IMG-tag for every major tag I
use.
So my PV might look like this:

Birth:
IMG-Birth
Marriage
IMG-Marriage
Muster Roll
IMG-Muster Roll
Death
IMG-Death

That allows me more control over when an exhibit prints. I might want to
send out a report with all my death certificates, but not marriage licenses.
Or all his military records, but no other exhibits. It helps to put a COPY
TAG icon on your custom toolbar. Then you can COPY the tag. Then you can
just change the tag type, and attach the exhibit. My sentence for IMG-tags
is just <[M]>.

You got it. Chapter 5 demonstrates a couple related techniques. One is
creating tags to hold details, like the text of a will, that you may or may
not want to print depending on how you are going to use the output. If you
put the text of the Will in the Will tag memo, you have to print the will
text or suppress memos entirely. That's not very flexible. The second idea
is to attach witnesses to tags but omit the tag from the narrative of the
witnesses. That's when you set the sentence to double-exclusion marks
("--").

Many people also use custom tags for exhibits. If you have a Marriage tag,
for example, you might want to attach a wedding photo to the Marriage tag
but you might also consider making a "Wedding Photo" tag and attaching the
wedding photo to that. That way, you can decide to include or exclude
certain types of exhibits by selecting which tag types to include or
exclude.
