You need to add one parent...in this case I would add a father with an
unknown given name and the surname of the brothers (unless you have some
good reason to believe their father didn't have the same surname). In
general you are usually safe in adding a father for those individuals where
you need to show a sibling relationship. You are not adding a blank
unrelated person, you are adding a related person with their surname and an
unknown given name which you can fill in later should your research happen
to turn it up.
