I would rather not have that situation (the blank parents). It just
adds individuals that have no data associated with them.

I handle this with a custom tag which I call "Relative". You can
link both brothers as P1 and P2, note in the memo field that they are
brothers, and if you're 100% sure of that, use a surety of 3 in the
source citation for the memo and explain how you know they are
brothers. This links the two brothers (or any other relatives)
without having to add extra individuals into the database. If later
on you end up discovering the one or both parents of the brothers,
then you can add the parents. Until then, though, your brothers are
linked together with the Relative tag.
