You are running into the special rule for [W] and [R:rolename]
variables when used in the sentence for the person with that role -
you only get the subject of the sentence, even though there may be
others with the same role. Often that's the desired outcome, but in
your application, it's not.
My suggested solution:
Sentence: [W] and [WO] were successful drawers in the [D] Georgia Land
Lottery. <They were living in [L].> The land was drawn in [M1]. <[M2]>
Then create the tag in the History group, which has only Witnesses,
and enter each person as a witness.
Note this solution assumes there are no other roles used in the tag.
If there are, another solution is required.
