First, do you want people who don't have /any/ emigration or
immigration tag too, or only those that have one but not the other?

As a start (and notice the parens)
( Emigration /# tags/ = /0 OR
Immigration /# tags/ = /0 ) AND
BirthGroup /any place/contains/ OST AND
Any Event /any place/contains/ USA END
In prose, that becomes: Person does not have an emigration
or does not have an immigration tag, and said person was
born/baptized/etc. in OST, and said person has any other event that
took place in the US.
I think the key item though is the BirthGroup specification.
Your filter says "the person had anything take place in OST, and also
had something else take place in US"... That would include a birth in
the use with a death in OST.
