About as soon as I sent my last question, I figured out the problem and
thought I would share the fix in case this comes up for anyone else.

The reason that:
Land Grant County Contains Camden AND
Witnessed Land Grant Role= ADJOINEE END

does not work is because my most of my adjoinees did not yet have a Land
Grant tag in Camden on which they had a primary role. In fact, they didn't
have a primary role on ANY tags where county contained Camden. The two that
came up previously also had Land Grant tags in Camden where they WERE
primary.

When I use:

Witnessed Land Grant County Contains Camden AND
Witnessed Land Grant Role=ADJOINEE END

All 26 of my adjoinees show up on the PE.

Thank you Teresa and Terry, for pointing out the Witnessed events (I had
never scrolled down lower than Will on the Field list and didn't know they
were there!)
