Hi Clint,
Well - I use layouts which always have the Project Explorer (PE) open so I
don't need the arrows in the toolbar. But if you'd prefer not to have the PE
open, you can add them in a custom toolbar:

1. Right-click on any toolbar and select Customize
2. Under 'Unused Buttons', scroll down until you come to VIEW MENU >
Toolbars > and a little further down
a) select "Previous on Project Explorer", click [<<Add]
b) select "Next on Project Explorer", click [<<Add]
3. Click OK and if needed move the new custom toolbar where you want it.

Please note: the PE doesn't need to be open to use them but it does need to
be 'linked to other windows' in order for the custom toolbar buttons to
work. To do that, open the PE and right-click anywhere in the PE and see if
"Link Project Explorer to other Windows" is selected - if not select it. The
you can close the PE again and the buttons will work.
