It was checked......that's what was throwing me. I unchecked it, and then
rechecked it, and now it works.

For all 'Item Tips" (aka 'hovering'): Preferences > Program Options > Item
Tips.

For the Details window only, on the rightclick menu while in Details, near
the bottom of the list: 'Show Item Tips on the Person View.'
