Depending on how much detail you want, there are a couple of options. The
Family Group Sheet (FGS) or the Individual Detail (ID) report will do
nicely. The List of People (LOP) report can give you listing of persons
with their Births & Deaths but not Marriages because on the LOP report each
person is listed only once and that could be multiple marriages. Thus you
would also have to print the List of Events report to get the Marriages.

If you only really need the Births & Deaths, then the Lop will do fine. It
would be a single report that is compact (a few pages). n the other hand,
if you want BMD (and other events), you might consider the FGS or ID
reports. These would print one (or more pages per person and thus is not
as compact. But you would definitely have everything you needed.

As for the filter, that is probably fairly simple depending on who you want
included. If the intent is to include everyone who has any event occurring
within a city(s) or county or whatever. In that case, I would use a filter
like:
Any Event... County Contains [?] END
or
Any Event... County Contains [?] AND
Any Event... State Contains [?] END
or
Any Event... City Contains [?] AND
Any Event... County Contains [?] AND
Any Event... State Contains [?] END
or
Any Event... City Contains [?] AND
Any Event... State Contains [?] END
or
( Any Event... County Contains [?] OR
Any Event... County Contains [?] ) AND
Any Event... State Contains [?] END

When you run the filter/report, TMG will ask for the search item(s). Since
the filter operand is "Contains" you can just enter the first part of the
data. So if the County is "Montgomery", you could enter just "Montg" and
TMG would find the entries. Be sure to enter enough to ensure that false
positives don't get selected. For example, entering "Mon" would result in
TMG giving you all "Montgomery" items as well as all "Monroe" items.

The first filter above may be all you need. But if the county is one that
exists in multiple states then you want the second. If you just want to
search within a City in a County, try the third or fourth filter. If you
are looking for data that may be in adjoining counties, you might consider
the fifth filter.
