It already is automatic in that the template is used when there is no entry
in the place short place field.
The default template is:
<[CITY], ><[COUNTY], ><[STATE]>
and can be edited in the File / Preferences / Current Project Options /
Other / Short place template field.
If you select Short Place in the report output options, the short place
should be output as determined by the template.
