You can set it up this way

-------> Start
-------> Control Panel
-------> Mouse (now I have the Microsoft Optical, your settings may differ)
-------> Buttons
-------> Wheel button
-------> Drop down list and find Keystroke
-------> Key Combination-- cursor in entry box and press f3

You'll have to restart Windows for it to take effect
