The problem with an "Up/Down" button is that the tag may be in view on
multiple people, are you proposing that you need to go to each of the people
attached to it, or does the program somehow figure it out for everyone (and
how would it do that). Also, the order is no longer based on a date, where
do new tags go? Having the sort be based on date, with the ability to adjust
the sorting date for special cases seems the best option. What could be
usefull would be a why to control the sorting with a day, something like a
"sort time" or maybe just a sequence number within the day to allow you to
force the order of events on the same day without needing to "fudge" the
date artificially.
