Yes, But right now, I put it where I want it by giving it a date of 1860. I
don't have to go to the PV to see where it is because I know it's between
the tags dated in the 1859s and 1861s.
I think what you are trying to do with the census should NOT be done on the
PV screen, but rather at the report level. I think the change you are
looking for should be a new report, not how sort dates work.

The new tag with date 1860 would have a higher value than A, B, C, and
D, but a lower value than E. It would therefore go between D and E. Now,
this may or may not be what the user wants. It would be up to the user
to then put it in the right place. This is what would happen now if tags
B, C, and D had been forced by using sort dates of (say) 1851, 1852, and
1853. If on the other hand, B, C, and D had been forced by using sort
dates of 1861, 1862, and 1863, then new tag 1860 would currently go
between tags A and B. Again, this may or may not be what the user wants.
Given the structure of tags presented, there is no knowing whether the
user would want the new tag 1860 between A and B or between D and E.
Whether under the present system using sort dates or the new system
using "Up/Down" arrows, the user would have to decide whether new tag
1860 was where he wanted it, and if not he would have to move it.
