Between 1859 and 1860 is exactly where it would go under my proposed
system. I am not trying to do anything to real dates.

It's not just the census. I find it useful to change the sort order of
tags to help produce better quality narratives. Indeed, to produce
narratives to the NEHG standard, it is essential to sort tags
differently, as previously noted.
