Not really. You can create an empty data set with custom tag types
included, copy the project, delete all but that data set, merge that
project with your other one, then merge the data sets. Not only does
it take a while, and you have to do the two merges correctly, but you
also get all the other custom tag types as well.

It's probably easier to open both projects at once and use copy and
paste to transfer the fields from one to the other.
