It appears that Style 16 'New Zealand' and Style 9
'Belgium/Canada/Netherlands' are exactly the same, so TMG Utility will
change all references from Style 16 to Style 9 and delete Style 9. If they
shouldn't be merged, you need to change something to make them different
before you use Optimize Styles. And yes, you should be able to rename the
style that is retained.
