I do not want multiple listings in the MPL due to exclusions. This makes it
a nuisance to find and edit the place information. It also makes the MPL
longer than needed.

I would also like the ability to include excluded places in a report, while
at the same time excluding all other excluded data. The places are excluded
for better narrative flow. When a non-narrative report is selected, I want
to be able to include excluded places. If I've selected county and state
for a non-narrativereport, then there should be the option to include the
excluded counties and states.
