I always put them first, since I was taught to "start where you were and
work your way out the door" when recording your source. In other words
start with the document you hold, tell where to find it in the library, tell
how to find the library... In that example, I would start with the head of
household, move to the county, then the state, then the microfilm roll, then
the archives that holds the roll.

I agree with Terry and put the head of house/householder identification
first followed by everything else. Both in use for my own notes and in
reading other people's stuff I want to know the important element as to
where someone was found first and that is whose household it was. What I
have seen Elizabeth [and others] say over and over is be consistent. In
other words, if you put the householder first, then always put them first,
if you put them last then always put them last.
