You can attach anything as an exhibit... But many would only
be viewable by using the application designed for them -- not
displayed in-line.

The only way to have a PDF displayed in-line would require
implementing the same rendering code that Acrobat Reader does. I
suspect that, by the time WG could do that, Adobe will have added
more features to the PDF format <G>.

PDF started life as a variation of the PostScript page
description language (yes, PostScript is a programming language that
was optimized for laying out text). PDF has since added hot-links and
data forms, along with other security features. It is fairly easy to
generate PDF code from text -- it is not so easy to generate a
display from PDF code.
