Okay, I just replicated it using a citation similar to yours. That
is the problem. The "[CIT:] [:CIT]" structure is missing the
Source and Surety that it is looking for and isn't quite sure what to
do with the Citation Detail only that is there. The citation entry
should be in this format:
[CIT:]SOURCE ID#:Surety;Citation Detail[:CIT]
Since you only want to add the Citation Detail, you need to create a
Custom Source whose Full Footnote and Short Footnote Templates are:
[CD]
and whose Bibliography Template is Double Excluded.
Then cite that Source and enter the Citation Detail.
