Dale,

On November 13, 1942 the draft ages were lowered, and ages 18 to ages 37
became eligible for the draft. Before that, and beginning October 1940, the
eligible draft ages were declared to be 21 to 36.

This according to this source:

So, the ages of eligibility in 1942 would depend on the date.
