So if there was a facility where you could say

IF the source number is <fill-in-source-number>
AND the citation detail matches this pattern <fill-in-pattern>
AND (optional) the citation reference is empty
THEN
SET the citation reference to <fill-in-desired-reference-info>

Would that meet your requirements?
