In addition to being able to sort undated tags to the top or bottom, you can
sort Name Tags that way too:
Preferences > Program Options > Tag Box
Change drop down list for line titled: Name Tags sorted

Yep, add a new Tag and enter the Sort Date. In other words, there is
no provision to sequence Tags except by (1) the Sort Date field, the
order in which Tags are added, and (3) top or bottom of the Tag Box
for undated Tags as selected in Preferences.
