Why did you ask APG-L or GENMTD-L? The models being used are based
on Mills. If you ask anyone, I would ask her. Of course, since she
often is on both those lists, that may be why you asked there.
As to why, the content of a site _could _ change from one day to
another. Thus the need for the date. Since this is a site showing
census records, the page is not likely to change. This unlikely
change situation is then probably your question. With this in mind,
I would suggest, first, that having a date standardizes the citation
model, and second, census or other content notwithstanding, the site
page _COULD_ change. In the case of the census page, the webmaster
for the site _could_ receive a better scan of a census page and post
it in place of the previously posted page. This page may now clearly
show something which was very un-clear before and thus change what
might have been read to something else.
