The reason to include it in the citation is for your own
reputation. If you do not include the date and the site changes,
then someone seeing your data and not knowing the site has changed
since you accessed it may think you simply made up the data and are
trying to cover up the "lie" by giving the citation.

On the other hand, a date indicates that maybe there was something on
the site on that date but the site-owner changed it. Your reputation
is then not disparaged and may even be enhanced.
