If this is actually your filter, that is part of the problem. The flag
has a value of "Y" - not "Yes." Your filter should be collecting
everyone, living or not.

The Project Explorer is still open, right? And the people are still
selected in it, right?

Do you have more than one data set in the project? If so, I suspect
the data set selected at Step 4 of the export wizard is not the same
one as the selected people in the PE.
