If you mean that you cannot do this with any program ...
You must have a video card that supports "extended desktop" on two
monitors. A generic video card does not necessarily have this
functionality, although I suspect it is more and more standard on
recent machines.
You must also select the property in the display properties in
windows. For example, on my system the display properties setting
screen (right-click on the desktop) represents two display screens,
each of which has its own properties such as resolution, color
quality, etc. Then there is a checkbox to "Extend my Windows desktop
onto this monitor"
It's a little smoother if both monitors have the same resolution, but
it isn't required.
