I would think it depends on a number of factors.

1) How easy is it to implement
2) Have many people asked for it (in comparison to other proposals)
3) Would it improve the program

This then leads to 3 possible outcomes.

1) Implement soon
2) Implement some time in the future
3) Don't implement at all

So it could have been considered and is in the pending tray rather than
the waste bin.
