You don't make "people" primary or non-primary. You make relationships
primary or non-primary. For example, if a child has both a biological
father and a step-father, you can toggle back and forth between the two
relationships to determine which is to be primary for the time being;
also to determine which of one or more name variations is to be primary,
like cases where a child's surname is legally changed upon adoption.

The Witness feature is explained at great length in the online Help.
It's a most versatile feature, and can be used for a variety of purposes,
including a large number that have nothing to do with actual witnessing
of anything. It's used both as a research tool, and as an aid to
including information in reports, especially narratives.
